There are a number of ways not all of which are equally successful. What I do is click on Export from the main Yahoo Avatars page: http://avatars.yahoo.com/ Then click on the tab for the top to download. I choose JPG and save it someplace easy like my desktop. Then go into Blogger's Dashboard and Edit Profile. From there you should be able to upload your avatar photo. There are other ways as well - none of which are reliably successful for me. This way may be a bit cumbersome but it does work.
